Is there any video cutting software that just cuts videos without needing hours to re-render them unnecessarily?

So I have a recording of a TV show, and all I need to do with it is cut off the time before the show starts and after it ends. So IMHO this should be fast and easy: Drop everything before the start, maybe render one short section new if the last sync frame is before the cut point, and then just copy the other frames up the the end cut.

But every program I've tried so far insists on rendering the whole stuff over again completely, for whatever reason, blowing a job I would expect to take some seconds to very few minutes to hours.

On top of this, video compression is not lossless, so any re-packing makes the result worse.
